Steel Test Report Discrepancy: Lot Hold and Investigation
A wrong heat number, a report printed against another edition and a value outside the ordered limit are different problems. Hold the affected lot first, then check identity, order basis and test basis before anyone signs a decision.
Hold the Affected Lot Before Anyone Processes It
As soon as a report value, identifier or standard reference differs from the purchase order, stop the affected material from moving into slitting, cutting, forming or onward delivery. Mark the hold on the coil, bundle or stack and in your stock record, keep original labels and package marks legible, and note who placed the hold and when. Decide what it covers: one coil, every unit from the same heat, or the whole shipment while identity is uncertain. Processing material under question can remove the test location or the identity that a later check would need. A hold is a control step, not a rejection, and it does not decide conformity.
- ScopeList the coil, bundle or piece IDs and the heats the hold covers.
- IdentityLeave labels, stencils and package marks on the held material.
- Release ownerName who may lift the hold and the written record that release needs.
Confirm the Certificate Belongs to This Material
Before reading any test value, establish that the report describes the unit on your floor. Each ZIVO shipment comes with a mill test certificate (MTC) and a packing list, and the MTC supplied with the shipment is the mill original. Compare its heat or lot number, coil or piece ID, grade, product form and dimensions with the physical label and the packing-list line. Slit strip may carry results from its parent coil; ask for the record that links the two instead of assuming the connection. If identity does not match, the values on that report say nothing yet about this material. The open question is which certificate applies, or whether the unit can be identified at all.
| Identity field | Compare with | If it differs |
|---|---|---|
| Heat or lot number | Label, stencil and packing-list line | Treat as an identity question, not a property result |
| Coil or piece ID | Physical mark and package record | Ask for the linking record or the correct certificate |
| Grade, form and dimensions | Accepted PO line | Record the field and keep the unit on hold |
| Issuer and revision | Certificate header and signature | Ask whether a later revision exists |
Read the Report Against the Ordered Standard and Edition
With identity settled, compare the report with what was ordered. Take the standard, part and edition from the accepted PO and the confirmed specification, not from the standard printed on the certificate. ZIVO confirms the specification with you before the order and keeps the confirmed version on file, so ask for that version when the question is what was agreed. Look for three separate findings: the certificate names a different standard or edition, a result the order requires is not reported, or a reported value sits outside the limit of the ordered edition. Each leads to a different review. Never settle an edition difference by reading the limits of whichever edition the value happens to meet.
- Standard referenceNote any difference between the ordered and the certified standard, part or edition.
- Required resultsList each property the order requires and mark any the report omits.
- Limit checkCompare each reported value with the limit in the ordered edition only.

Check How Each Result Was Obtained and Reported
A value that appears to fail may have been obtained or reported on a different basis from the one your order assumes. Before calling it a nonconformance, check the test method named on the report, the specimen direction and location, the reported unit and any conversion, the rounding step, and the test unit the specimen represents. Keep the original tensile strength or yield strength figure in MPa or ksi beside any converted one. Elongation depends on the gauge length used, and a hardness value converted from another scale is not interchangeable with a direct measurement on the required scale. The product standard, not a general test-method document, sets which method, direction and sampling apply. Never change a unit, direction or rounding step quietly so that a value passes.
| Test basis item | What to read on the report | Why it changes the reading |
|---|---|---|
| Method | Named test method and its edition | A result to another method needs review against the order |
| Direction and location | Specimen orientation and position | The product standard may require one orientation |
| Units and rounding | Reported unit, conversion and rounding | The original figure stays beside any converted one |
| Test unit | Heat, lot or coil the specimen came from | The result covers only the unit it represents |
Route Each Finding to the Party Who Can Decide
Classify the finding before asking anyone to act, because each type has a different owner. A clerical or transcription error on the certificate is corrected by its issuer with a revised document, and the original stays on record; nobody else should edit the values. An identity mismatch needs the correct certificate or a documented trace, and until then the unit is unidentified material. A test-basis question may justify a retest only where the product standard and your contract permit one, with sampling, method, witness and cost agreed in writing first. A result that truly falls outside the ordered requirement is a nonconformance: only your design authority, working under the product standard and the contract, can accept a deviation. ZIVO cannot promise a retest or a concession on your design owner's behalf.
Document error
The issuer revises the certificate; keep both versions with the lot record.
Identity or basis question
Agree any trace or retest in writing under the standard and the contract.
Confirmed nonconformance
Send it to the design authority for a written decision to accept, rework or reject.
Close the Hold With a Signed Written Disposition
Lift the hold only on a signed record. It should name the affected units and heats, the report and revision reviewed, the PO line and edition used, the finding and its classification, the evidence relied on, who decided and on what authority, and the outcome: released with a corrected document, released after an agreed retest, accepted as a deviation by the design authority, or rejected. Keep the record with the lot so later processing and any onward paperwork point to the same decision. On a ZIVO order, quality problems found after delivery are handled from written feedback with photos, followed by a resolution; send the hold record, the marked-up report and label photos as that feedback. A commercial resolution does not replace your design authority's technical decision on the material.
Frequently Asked Questions
A clerical error is corrected by the document's issuer with a revised version kept beside the original. A genuine out-of-limit result is not fixed by editing the report; it goes to review under the product standard and your design authority.
Keep it on hold. Cutting or forming can remove the identity and the test location that a later check would need, and the hold should be lifted only by a written decision.
Only if the product standard and the contract allow a retest and its sampling, method and witness were agreed beforehand. Your design authority still decides what the result means for the lot.
